Vision 2030 Reprioritization Construction: The Quiet Phasing Reset That Redrew Saudi Arabia’s 2026–2030 Build-out

Saudi Arabia has begun reviewing Vision 2030, the reform agenda launched in 2016. The plan was introduced by Crown Prince Mohammed bin Salman and described as a $2 trillion (€1.7 trillion) agenda. It aims to reduce reliance on oil and transform the economy and society, including through large construction “giga projects.”

In February 2026, Finance Minister Mohammed al-Jadaan said the government was adjusting the strategy and working on a new five-year plan. In a Bloomberg interview, he described the plan as “doubling down on tourism, manufacturing, logistics and energy.” He also said the revised approach means some projects will be scaled back, others expanded, and some put on hold.

Several high-profile construction programs show what the Vision 2030 reprioritization construction shift looks like in practice. NEOM’s “The Line” was originally planned at 170 kilometers, but was later reduced to 2.4 kilometers. The Mukaab, described as a 400-meter-by-400-meter cube-shaped skyscraper planned as the centerpiece of Riyadh’s New Murabba district, had its construction suspended in late January as officials reassessed financing and feasibility.

Which Programs Were Reprioritized Into 2026–2030, and How

One clear signal was the change tied to Trojena, the NEOM ski resort. Saudi Arabia’s Olympic Committee announced that the 2029 Asian Winter Games will be held in Almaty, Kazakhstan, instead of at Trojena, which is under construction. The move did not cancel Trojena, but it reduced the near-term event-driven pressure that would have pulled resources into a fixed 2029 deadline.

The reset also reflects a wider shift toward projects officials consider more practical. Alice Gower of Azure Strategy told DW that major projects can go through periods of revision and adjustment, and that many giga projects could be described as unrealistic from the outset. In the same reporting, she pointed to the combination of global oil prices below levels needed for funding, high government spending, and a young population in need of employment as factors that strained government coffers.

At the same time, the government has continued to launch and highlight other construction programs. DW reported that Mohammed bin Salman announced the King Salman Gate in October 2025. The new area is adjacent to Mecca’s Grand Mosque and will add some 900,000 indoor and outdoor praying spaces. Together, these moves show a phasing reset: slow down or pause some mega builds, resize others, and keep advancing projects that align with the updated priorities and feasibility checks.
